Description:
Effectivedata governance is a key enabler for trusted data sharing, that can in turnsupport economic growth, cross-border collaboration, and digitaltransformation. Developing a data governance framework requires adoptingcomprehensive policies, laws, regulations, digital infrastructure, andinstitutions that can implement and enforce this framework domestically, andsupport regulatory interoperability across the region.InCentral Asia, despite some promising advances, further progress needs to bemade in developing the capabilities needed to effectively derive value fromdata through sharing and reuse. Presently, regulatory, institutional, andpolicy frameworks in Kazakhstan, Kyrgyz Republic, Tajikistan, Uzbekistan remainfragmented, with varying levels of maturity and implementation across theregion. At a national level, much government and private-sector data is lockedin silos where it cannot be effectively shared and reused. At the regionallevel, the absence of common frameworks and aligned institutional practicesimpedes the development of scalable, trusted data ecosystems. Greater coherencein legal and regulatory approaches could help the region capitalize on sharedpriorities, reduce transaction costs for cross-border data flows, andstrengthen trust in digital public infrastructure and services.A high-levelanalysis reveals varying levels of digital maturity across the four CentralAsian countries included in the scope of the present assignment: Kazakhstanhas emerged as a leader in digital transformation in Central Asia, ranking in 24thplace out of 193 countries in the 2024 UN E-Government Development Index(EGDI), and 8th in the Online Services Sub-Index, well above bothglobal and Central Asia averages. Withover 1,000 government services digitalized and 90% of the population using thedigital governmental platform, which supports 33 digital credentials, thecountry has made significant progress.
